It took me three mailings to get my card from A71MA.  And it appeared that
he never got the first two... so yes, I think there is a mail-interception
problem somewhere along the line.

The one that got through used a company envelope (used with permission)
carefully made up to look like a business letter -- typed address, security
envelope, folded sheet of paper to "smooth out" the contents, and the
envelope was taped shut too.  May have been overkill, but it got through.

I worked A71MA today and was wondering whether or not to send a GS or IRC
and if there is a mail theft problem requiring special "packaging".  Also, I
have seen several references in the past here regarding problems QSL'ing
certain A71's but no callsigns or other information given.
