It has to be the Management (person in charge of that post office).  I
tried for over a year the talk the post master here in Pensacola Fl. Left
messages on phone, went to the main post office.  Finally one of the
clerks gave me a toll free number for customer service for the US PO. So
I called.  Person was very nice, took all the info, he gave me a case
number. Two days later the Post Master called an wonted to know why I did
not contact him.  Then the manager of the substation called and then the
supervisors of the clerks called.  They now keep IRC s and have airmail
stamps and I get all the Airmail labels (label 19B) I wont.

The number is 1 800 275-8777  If you are have problems try the customer
service.
Worked for me.
