[Dx-qsl] IRCs Again

I am a Postmaster with the USPS.  There is no "push" on within the USPS to
get people to redeem IRCs.  One of the problems with IRCs is that are an
infinitesimal percentage of our total business- that's why so many offices
don't know how to handle them properly and many don't even stock them.

ANY change to the International Mail Manual- IMM for short- and this would
include either the sales price of IRCs, the redemption price of IRCs, and
any expiration dates for IRCs- MUST be posted in the Federal Register at
least 60 days before the change is to take effect.  If there is any change,
that is where it would be posted.

As of the middle of last week, nothing had been posted to the Federal
Register.  If I seeor hear anything pertaining to IRCs,  I will post it
here.

The language in the IMM is all that there is concerning IRCs.
