[Dx-qsl] Is 3V8ST now accepted for DXCC?

My 3V8ST was rejected in December 2001, but I think I heard that something 
has changed. I don't want to bother Bill More for every question. Is there a 
web page to find changes in acceptance of QSLs by the DXCC-Desk?
