We must continue to remember that the jammers represent a tiny fraction of
1% of all amateurs.  Unfortunately, the nature of propagation is such that
the effect of these few are enormous.

Last week they were after ZY0SAT.  Before that, TI9M and PW0T.  And they are
constantly on P5/4L4FN, YA5T, YI9OM and other extremely rare stations.  You
can often hear them disrupting big pileups during contests, too.  Why?
Because they know they can aggravate all of us by doing so.

The damage they do to the amateur service in the long run may be monumental.
It just takes one hostile WRC delegate to play back a tape of this...

I submit to you that we should cease calling the bulk of these individuals
"jammers" and "frequency police" and start calling them "communications
terrorists" and treat them accordingly.
