[Dx-qsl] 4U1ITU and another and another

[KC1F]

This was my understanding as well regarding what was expected of 4U1ITU
operators.  This practice seems to have stopped around 1990, as it was quite
difficult to track down QSOs after that time, like a 12 meter qso that I
needed for DXCC.
