[Dx-qsl] Quebec QSLs

I was one of the ops and a QSL manager for VB2R and VB2V, both operated from
zone 2 in Quebec, Canada over the past two CQWW SSB Tests (and we're already
planning for 2002!).  If anyone needs a QSL for either of those operations
(either for Zone 2 or Quebec) , they can send the request my way.
