Assuming that the number is accurate, so what?  As long as they the ACTIVE
stations are the ones with envelopes at the buro.  I wouldn't be surprised
to see a similar ratio in any sub-category of calls.  I would also suspect
that this includes those callsigns assigned to those operators exclusively
on VHF/UHF, inactive, etc.
