Hi Keith,
this is correct! PO need not (de iure must not!) exchange IRC for
stamps. You have to produce letters to the clerk. But, I got also
"stamps to go". I think, it is very rare case exchanging IRCs for
stamps, both in Germany and USA.

same here in Germany. But the first time I'd wanted to exchange IRCs
it took over an hour and two (at peak four) clerks were busy searching
rules ;-) Now they know it.
