[Dx-qsl] Info on 2E0SEA?

2E0   is an ENGLISH  novice licence with CW.
They normally issue them in rotation but this looks a wee bit special.
Maybe the RSGB could help - It costs nothing to send a card to the BURO -
you never know - it may have been for a special event or something..
