[Dx-qsl] Cards

My guess is that, in general, a call managed by a manager would likely fall
into the 'don't need the card beyond award collection' status.  And if
you're not a rare state or country, chances are if the station is active
they've got you confirmed.

Of all my customers, I think only one or two want every card..
