I have had several QSO's with Hiro (and all
confirmed).  He told me that IRC's are preferred, as
they have no value on the black market.  He is aware
that his mail is regularly pilfered for GS's, and told
me that the average local postal worker makes only
about $8 US per month.  

He also suggested leaving his name, and of course call
sign, off the envelope.  Just use his PO box address.

Turn around time about 3 weeks.
