Check out the Radio Amateurs of Canada QSL bureau system.
If you are a member, costs about $40 per year, you get a nice technical
magazine sent out 6 times a year and you can send an unlimited number of
cards to the bureau for international and national distribution.
By keeping a small postage deposit with your local area incoming QSL bureau,
you get shipments of incoming cards, about once a month or so, sent to you
directly.
The whole system is run by a wonderful, hard working, group of volunteers.
You can't beat that for a system; membership in your national organization,
with an great web site and a host of other excellent services, an excellent
magazine, plus incoming and outgoing bureau cards, all for only $40 a year
plus local postage for the incoming QSL bureau shipments to you.
