Hi !
I think the only way to stop or the change this unfriendly doing of no-domestic
QSL and this discussion. YOu 'only' have to open your bureau also for domestic
QSLing. Ok, I'm not from stateside and not real too familiar with all facts of
this item, but sometimes it might be a good idea if someony looks from outside
to a static fixed (longtime running) system, some new ideas are possible.
I understand, that
there was no real need for a domestic QSL-bureau'ing back in time as the
postage was 3c or so...hi. But time has changed, your domestic postal rates
went up, so why not open the bureau system. It can't be (absolutly ! look at
the expierence worldwide) not a question of too costly, just a question of
management, and I think you have very expierenced people in this 'box'.
Just for background info: here in DL we pay about 60-70 $ a year, we get 12
issues of CQ-DL (a kind of CQ-magazine with about 100 pages in 'big' size), and
we could use the bureau for free, international and domestic. I think the
majority of cards are domestic, but not sure about the exact numbers. We get
once a month a parcel from the HQ in Baunatal, or better our local club get it
(I think we have about 1000 local clubs this time) and when we visit our local
club meeting we get (and give away the new ones) our cards. The postage for the
pacels are paid from the HQ, as our local clubs get their money from parts of
our national membership fee.
In Baunatal (HQ) there is full computerized and 'roboter-ized' QSL sorting
machine, operated by 'real' paid employees which sorted all these many millions
cards to the right box of our local club.
You see, its all possible, and all without many 100$s for extra money or extra
bureau-fee, even without any volunteer sorter at the bureau (only at the local
club, because the HQ want the cards pre-sorted by countries).
eQSL is and will not be any solution, that is only a possible way for pure
award-hunters, and I think most HAMs collect the cards primary for the card and
secondary awards/etc.

PS: many here in my region have black lists, contest stations who do not answer
bureau QSLs after a reasonable time (2 years or so) will not be called in next
contests. Contesting is not just a game between pure contester but also a
two-side job YOU get the points and I get a card (like on the free market...
I'm kidding a "bit"...hi)
