Dave, I understand your comment. Frankly, I can do anything I want......for example, I could issue anyone that writes me a letter a BS7H QSL card......but two things would happen, the cards issued by me would become invalid once I was caught, trashing both the validity and quality of those operations, not to mention my standing in the 'QSL management' community.
I can also issue cards from the logs I manage. However, my general rule is to NOT issue cards for contacts that the station requesting cannot verify the QSO from their log detail. For example, if you tell me you worked PW0T on 160, but know nothing more than what is in the web log, you're not going to get a card. I could issue it, but the 'proof' of QSO is up to you, I simply confirm it. I don't issue it without that information.
Now, for my own log, if I work you, I'm more likely to send you a card for the QSO without your card coming first, particularly if it's a needed state/country/band/mode for me. But when it comes to the logs I manage, I don't do that....in particular on the rare countries I manage, and also the rarer band/modes.
There is no value to me doing it. And, lets say, KU8C works BS7H on 160 meters, but the operator copies KU9C. Lets say KU9C works BS7H on 10 meters, and submits a request for that QSO only. What if KU9C gets back a card for 10 meters and 160? Would KU9C submit that for 160 credit? And, what happens when KU8C submits for the 160 credit?
Hopefully you see the issue. Thus, the practice outlined in the prior email.
