Well, it's understandable that bank/banque checks/cheques may be prohibitive
to cash in other countries unless it's for a huge amount.

What about AMEX Traveler's Cheques?

One could get a bank draft in another currency, but the price for that
is even worse.  In 1982, I had to send one of these to get a UK license
and the draft for ~$15 (converted to pounds) cost me $14 in bank
charges.

For international mailing, green stamps (or IRCs) are still probably
the best way to go.
