As far as I am concerned, all cards are dealt with on a FIFO basis. 
Direct requests take priority, e-mail requests second and bureau 
requests third.

As far as I am concerned, a donation is anything in excess of the return 
postage.  The surplus gets ploughed back to the expedition or the 
individual operator.  Sometimes it gets used to pay for the actual cards 
and labels etc.

The actual cash and/or IRCs does not get removed from the incoming 
envelope until I process the request.
