I'm not with the USPS, but our local Post Office had a sheet of the new rates on
the counter. The clerk that waited on me said they did away with the 1 pound
rate  that was $3.50 and actually "lowered" the flat rate envelope by $.05 from
$3.90 to $3.85.  According to the USPS info sheet both the up to  1 pound rate
and flat rate are $3.85 now.

Quoting from the USPS  information sheet under Priority Mail

"Up to 1 pound and Flat Rate Envelope  $3.85.

Priority Mail Flat Rate Envelope

"$3.85, regardless of weight or destination, for matter sent in a Priority Mail
Flat Rate envelope
provided by the Postal Service"

Over 1 pound, up to 70 pounds      see rate chart"
