[Dx-qsl] Was TG9BD a pirate ?

On Mar. 21, 2002 I worked TG9BD and just went back to see if there were any
other spots and there were a few. Looking on Pathfinder, QRZ, and Buckmaster
I am unable to find any QSL info.

Does anybody know if this is legit or a pirate operation ?
