I must respectfully disagree Ray. First decide which awards REALLY 
matter to you, then do whatever is necessary to get 100% confirmation 
for those. Not every QSO, but every band-country and band-zone for 
example.

Be persistent. If normal methods fail, try abnormal ones (or 
paranormal?). As a last resort I've used registered airmail, pre-paid 
return FedEx, international 'phone calls, a courier to Moscow, subtle 
bribery (for the card, NOT the QSO), and complaining to the 
operator's mother (it worked!).

For 5BDXCC, DXCC on 40/80ssb, and 5BWAZ/ssb, which are the awards I 
really care about, I'm at 100% return ratio, something like 
1268/1268. As Winston Churchill said about QSLing: "We shall never, 
never, never surrender!".
