Good point Steve.  We should be very clear that the problem here concerns
operations by the "Big Gun Contest Club" W2AA, who have operated at least
once as W2A -- not other W2A operations.

this brings up a point - let's be careful about WHICH W2A we're talking
about.  from what i've heard, i believe that the 1x1 calls are reissued
continuously for special events.  sometimes they go to the same folks
sometimes not.
