[Dx-qsl] Rejected/Accepted DXpeditions

it doesn't just have to be dxpeditions either.  this past submission i had 
3V8BZ and JT1KAI rejected (for "unauthorized op" and "no documetation rec" 
respectively).

also, had EP2MKO turned down initially ("ploubalay qsl invalid")  but 
perservered and got it counted.  evidently, there are some bad MKO qsls 
floating around out there.

sure would be nice to have a list available like you suggested.  those first 
2 kept me off phone honor roll.  if i had known, i would have sent others 
that DID count.  \
