It really should be obvious to any Postal Clerk in any country, or anyone
else for that matter, that an IRC is like money or a postage stamp [or
Canadian Tire money :>) ]. It has actual monetary value and it would be
unthinkable and certainly unethical for any country NOT to accept an IRC at
face value indefinitely, much like an old stamp or old paper currency.
