Just wrote an extensive article on this in DX Magazine, but boiling it down, the IRC should be
the 'old ones' (green ones issued since 1975) or the VERY new ones (issued since 1/1/02, bigger, bar code, expiration date, etc.
they should be airmail (surface are good, but you may require more than one in countries that do have foreign surface rates (the USA does not, but some do)
they should be stamped in the lower left box. some countries have trouble if not stamped there...even though the box indicates a stamp is 'optional'
IRCs are increasingly becoming a headache....the UPU has stated that the 'old ones' are good 'indefinitely'. However, there is a lot of confusion , and the Post Office Clerks around the world do not sell a lot of them....so, often time its caveat emptor on them....
I've been selling the ones as listed above for $1.00 each....and so far no one has had any problems...and I've only seen a few of the new ones in the mess of mail i get....in fact, many old ones have come in postmarked since 1/1/02
