Hi Kevin,

You might suggest to your friend that he/she should respond to these cards via the bureau.  I am a FIRM believer that every QSL should be answered in kind, but if the SASE isn't included with the card, or insufficient postage, etc., it should be answered, but using the bureau system.

I'm surprised, however, that the number of folks you encountered without a SASE.  What may be at issue here is that it's known that your buddy answers without a SASE, at least the first time.  I SUREHLY HOPE folks are not taking advantage of this generousity.

Sadly, even a bureau response to these will cost your friend a small amount.  However, if the DX stations are rare enough, there should be enough 'extra' to cover this expense.....maybe not with printing expensive cards...but there should be a work-around.
