[Dx-qsl] what happened to HC2/UA4WAE

I had worked Otto a number of times. I sent qsl/gs to his HC location but no
response.
Then I saw that he had a HC2DX call with a PY3ZM manager.
I sent off to the PY3ZM and got all the qsl's.

Unfortunately, the manager turned out to be the infamous Ploubay France
person and are not acceptable.

So I'm back to trying to locate Otto and see if I can get the qsl's from him
personally. But I haven't heard him on the air in a while and consequently
don't know where to send a request.
