I've recently used IRC's for QSL's to all three countries and have gotten
cards back.

I have found several charts listing IRC and GS
requirements for many countries, but I still can find
no information on whether IRC's are acceptable for
LITHUANIA, ESTONIA, and YUGOSLAVIA and, if not, how
many GS I need to send.  Does anyone know, and is
there a comprehensive list out there that handles
something besides the major countries?
