In this case 'Spanish Connection' seems to be working (bureau and
direct).

However, bureau is slow, since EA bureau is using m-bags. It typically
takes 6+ moths to collect, and up to 6 wks to deliver. M-bags are
always sent by surface mail.

For cost containment reasons more and more bureaus opt for M-bags,
as opposed to small packets or letters.
