I think you've missed the point....

Sure, resubmit only to see the money stolen again.  Why should anyone have
to resubmit, or why should anyone have to spend excessive amounts for
international registered mail because of an unwise choice of QSL route to
begin with?

The point is NOT that some complain; the point is that the problems with
that particular postal system are well known and have been well known for a
long time.  A different (more reliable, more secure) QSL route should have
been used from the beginning.  It isn't as if this were a new or unknown
problem.  Resubmitting won't cure it; it will just aggravate the problem.
