[Dx-qsl] I keep forgetting

yes.  I manage qsls for XE1UN.  I asked the bureau if I could send qsls to
stateside stations on behalf of yuri.  the answer is yes.  the only
restriction is no stateside to stateside qsls.  also I can send qsls to
stateside stations for my VE2/N1NK operation from zone 2 last year.  again,
dx station to stateside is ok, no matter who the dx station is.  no
stateside to stateside.
