There have been many arguments in the past few years as to whether or not
certain EP stations were legitimate or not.  Depending on who you believe,
there are either a small group of individuals operating without the
permission of the government, or there is another group that for reasons of
their own are claiming that the first group are illegals.

I'd strongly suggest checking with NC1L at the DXCC desk about a particular
station before sending for the card.  But as I recall from the
aforementioned past arguments, the rule of thumb is that "natives" (not
visitors) operating from a particular DXCC entity are presumed to be legit
pending evidence to the contrary.

The address given is for UA6HCW QSL Manger.

I got a card back in 1999 with no problem.

The Iran Radio Society has stated somewhere that this station is not
licenced, and is operating from somewhere in Russia.

Before you waste your dollars, does the DXCC desk or anyone else have any
positive information?
