[Dx-qsl] No QSLs Needed - VP5T

As raised in a few "Moans & Groans" messages, some DX operations do not
collect QSL cards. Someone asked that DX let people know if QSLs are
required. Here is our policy. (Applies to SWL also)

VP5T (1995 -2002)  MGR N2VW (yours truly) does not need QSLs.

A piece of paper or 3x5 card with the info on it and an SAE and postage or
SASE is fine for direct replies.

For bureau cards, an email to n2vw@arrl.net with the details will get you
one via the bureau.

Until the ARRL Logbook of the World is on line, no e-qsling here.
