Since I hadn't gotten anything back in the mail from XW0X, I sent Hiro an
email earlier today asking if had received my card.

The reply I got back a short time ago simply said:

"Please See http://qth.com/dxshack QRV-QSL News  XW0X"

If you plow through the DX Shack site, what it boils down to is that IF he
gets your QSL & 2 IRC's, he responds almost immediately.  If you send 1 IRC,
you can expect a wait.  No IRC, no card.

Also, he asks for one SASE (SAE & IRC?) per call sign:  "I have over 60 call
signs and 40,000 QSO in a year,
so that Please send your QSL card [One Call sign One SASE]"

And US currency is illegal in Laos, that's why he asks for no Green Stamps.

One additional comment from the site worth noting:  "I have no service
checking log for you.  You had sent 599/59. That is perfect QSO. Whay are
you asking again on Email ?"  (and the answer is, "because of mail theft
resulting in many QSL requests not getting to you.")

They say Patience is a Virtue.  Guess I just have to learn to be Virtuous!
