My understanding is that the DXCC desk is not automatically accepting cards
issued by ex-PY3ZM / F/HH2HM et al. because of his past actions of acting as
an unauthorized QSL manager -- that is, taking funds and issuing QSL cards
without the prior knowledge or permission of the DX station involved.

However, in cases where the DX station has (or had) authorized Mr.
Harmoniaux to act as his manager, those cards would be accepted.  HC2DX was
one such case, at least until he changed managers recently.

One does not have to be a licensed amateur to be a QSL manager, although
there are very, very few who aren't.  Still, I'd be very leary of any
dealings with any dealings with Mr. Harmoniaux.

I would not send any money to the calls below. I don't think the ARRL is
excepting his cards. He is the same guy.
