To be honest I do not understand your question. I sort 30-40,000 bureau
QSL cards every month, open each and every bureau envelope (300-400 per
month), check RAC membership, package parcels for 3 dozens of bureaus WW
a month, all of this month  after month. But still find time to 
do other things like DXing, organizing my own  DXpeditions etc.

Now imagine what a releif would it be if just contesters submit
their logs into LoTW, and leave you guys to help yourself. They may
not be interested in your card, but leave an option to get your card if
you want.

Also remember that in each contest there are several categories of
participants:


- contesters (well  equipped, well experienced) whose only goal is the
  score. For them you are a point, or a multipler, not a person,
  callsign, or a QSL card.

- "contesters" who are underequipped, or underexperienced, who
   participate, do their best, but their results are way behind the  
   results of the first group.

- hunters who do not care about contest, but carefully check 
  countries, prefix, band QSOs, modes, counties, oblasts, DOKs etc.
  They do not care about score, never send  logs, but are keen
  about getting QSL cards, for their own agenda.

- people who turn off the RIG when they hear the word 'contest'.


Only the first category patricipants compete among themselves. All
others are 'raw material' for their work.

Understanding other contest participants approach, will help you
develop your own contest strategy, and turn your frustration into
gain. Making 'black lists' may not be the best way simply because
"Each sword has two edges" (Yugoslav saying).
