Several queries have been posted as to the "expiration" of "old" IRC's.
Here's the info from the UPU.

The design of International Reply Coupons has
           changed over the years, as has the value. In 2001, a
           more attractive design and a more secure system
           were developed, based on recommendations from
           the 1999 UPU Beijing Congress.

           Since November 2001, the UPU's International
           Bureau has distributed about six million of the new
           International Reply Coupons to more than 70
           countries.
           A total of 10 million coupons were printed for the
           change-over to the new IRCs, which came into
           effect at the beginning of January 2002.

           Although 31 December 2001 was the last date on
           which post offices could sell the old IRCs, they
           remain valid for exchange indefinitely. Posts have
           until 30 September 2002 to return old stock to the
           International Bureau. The new IRCs will be valid
           until 31 December 2006.

           The International Reply Coupon service is yet
           another good example of the UPU's original mission
           to encourage cooperation among postal services
           worldwide and to make postal services easily
           accessible to the citizens of the world.
