Very definitely France should be included. But not "via France", just "France".

Reunion Island is a French Overseas Territory with a Department 
number (97). You want your QSL to go safely from the U.S to mainland 
France, and then on as DOMESTIC mail to Reunion on the daily Air 
France 747. Madame la Guillotine is the penalty for messing with 
internal mail! So a typical address should be:

	MONDON PHILIPPE,
   	25 RUE DE L'EGLISE,
   	LES AVIRONS,
	97425 IS.REUNION,
     FRANCE.
