[DSP-10] 1296 RSU working better with a preamp

You may recall that last November I gave up listening to 1296 because  
I could barely hear anything and had measured the noise figure of the  
1296RSU to be around 20 dB.

I've finished building and testing the DEMi 23 ULNACK preamp and it  
has really helped.  Even with the preamp in the house (where I can  
keep an eye on it for a while) the whole system noise figure is 6 dB.   
I was able to copy the local 1296.100 net last night, well enough to  
work them had I been able to transmit.
