[DSP-10] Interim progress on 1296RSU

The contest is underway and I'm still working on the "logistical"  
circuitry for the 1296RSU.  Just tested my T/R power switching board  
with LEDs.  It works fine.  Could still get it on the air during the  
contest period if nothing else comes up.

I'm hearing people on 144.200 talking about working on 1296.100.  Not  
clear that any of these could hear me in my 20 mW / discone setup.   
Maybe I'll get a chance to find out.  Hope to at least be able to hear  
some activity there.  (My location is DM04ve, near the intersection of  
I-210 and I-2 freeways on the north upslope of the Los Angeles Basin.   
During QSO parties like this I routinely work DM04, 03, 14, 13, 12,  
and sometimes DM05 and CM94 on 2 meters.  1296 will be my "second"  
band.)

Now on to the drill press.
