[DSP-10] Proposed Signal Reporting system

I've just posted an essay about how to extend the RST system for the  
kind of weak signal work we do with DSP-10s at

I would appreciate any comments or suggestions from this group.

I used -73 dBm as the S-9 for the calculations, but note that the  
DSP-10 seems to read more like -93 dBm for S-9 (and -53 dBm for 40  
over 9 etc.)

Question:  When I make that statement, I'm looking at a DSP-10 display  
that shows S-9 and has the peak signal indicated at about -93 dBm but  
it occurs to me that the S-meter algorithm may be summing or averaging  
all the bins over the displayed passband, not just the highest one,  
which would result in a higher S- reading.  What is the algorithm for  
the S-meter?
