[DSP-10] PLL locking and voltages at L21

Hi Mike
I can confirm the part is L21, output is from U6 pin 6. The voltage should
be about 4v, I have tried moving the turns on the L21 coil and adjusting
using C69 with nothing more than a few milli-volt changes
