[DSP-10] PIC Power Meter

This is mainly for Roger, KA7EXM, but I'm (attempting to) post to the 
list too in case anyone else here has information.

I am interested in building the PIC-based power meter featured in 
May/June 2005 QEX both because I need the meter and because this 
looks like an excellent way to get a start on PIC technology.

I saw that Kanga US was flooded out only two days before I read this 
article last week!  From what it says on their website, all is lost. 
This is obviously very unfortunate.  I hope they are able to recover. 
Given that Kanga is offline for the foreseeable future, I have a few 
questions.

I'm willing to work from bare boards and DigiKey orders if the parts 
are still available.  From KA7EXM's PIC Power Meter web site it looks 
like they probably still are.  Are they?

I would like to be able to compile and load the code myself, not 
because I want to change anything about the power meter but so I can 
be set up to do my own projects.  About how much does it cost to get 
the appropriate software and hardware tools for this?  Where do I 
look?

Where can I find the specs for the particular PIC used?

That's enough to get started, and to see if I can make it onto the list.
