[DSP-10] Modified UHF3 Target code to enable UHFA running under XP

I have an experimental version of the UHF3_32 target executable to share.
One of the safety timers in the code had a very tight timer on it, requiring
all communication packets to be sent promptly...much like we would see them
sent when running native under DOS. Under windows, six bytes may not
necessarily be sent back-to-back. When this is the case, the target's timer
would time out, and therefore ignore the command packet.
This was corrected by increasing the timeout timer duration.
The version of the experimental binary is UHF3_33x.EXE (because I had to
give it an experimental name).
One thing I noted within 10 minutes of building this code is that I can now
run UHFA from a Windows XP command prompt. Oh hey, I didn't mean for THAT
to happen. Judging from the discussions on the thread, it sounded like this
might be of some interest to a few of you.
I have posted a ZIP file, and a description of the symptom / solution on the
web to share. Please feel free to download and try this out. I have only
tested this on one system currently:

Note that when UHFA invokes the graphics mode, the "box" is forced to full
screen. If you alt-tab away, the program appears to keep running, but
minimized.
