[DSP-10] CW offset

I am having a problem with the 600Hz CW T/R offset.  I use a high side 
LO on 10GHz.  The USB and LSB sideband is as it should be, but on CW the 
offset sometimes works and at other times is reversed.  Noticed once 
that it was working when I brought up the program but after sequencing 
though the modes it reversed.  Both versions 3.50 and 3.80(using the 
3.50 config file) do the same.
