This is purely a software issue. Nothing needs to be changed in hardware.
I'm running the latest uhfa.exe, version 3.17. In FM mode, <Alt> F9 and
F10 step 5 KHz down and up. <Ctrl> F9 and F10 step 10 KHz down and up.
If you set the frequency in another mode (where you can step at nearly
any size from 1 Hz to 1 MHz by some combination of control keys with F9
and F10) and then switch to FM mode, it rounds whatever's on the display
to the nearest 5 KHz.
What you appear to want, however, is a 500 Hz step (0.5 KHz) so you can
get to 12.5 KHz, etc. In FM mode, I tried direct frequency entry, <Alt>
9, and found that whatever frequency I enter, it rounds to the next 1
KHz down then steps 5 KHz or 10 KHz from there with the above commands.
So, for FM operation, you should be able to get within 500 Hz of any
frequency, which is generally good enough, though you might have to use
direct frequency entry rather than stepping easily among channels. (On
NBFM you can be 1-2 KHz off or more and still be workable; 500 Hz is
better than a lot of radios do anyway.)
In principle the software could be configured to do any kind of
channelization but I doubt that such a thing is very high on anybody's
official "to do" list.
