[DSP-10] still no PLL locks

In my case, I changed C117 from 10pF to 7pF and adjusted L102 in order 
to increase the LO freq  But it  did not cover all the tunable range 
needed. I then changed C141 from 10pF to 7pF, too. This time PLL locked 
at the range from 124MHz up-to 126MHz. While it still did not lock over 
126MHz it is enough for me since  under Japanese regulations 2m amateur 
band must be 144MHz to 146MHz! For this reason, I also modified the 
original 144-148MHz band pass filter to comply with the 144-146MHz
