[DSP-10] KK7P DSPx FLASH Utilty

Many thanks, Lyle. This is a great step and will let us all change code 
much more easily.  I plan to use this software in the near future and will 
report back!!

Everyone might note that the current DSP-10 EZ-Kit (ADSP-2181) 
implementation uses most of the available "real time."  There are things 
that could be done to improve this, but being lazy, my present plan is to 
switch future DSP-10 improvements/additions to the DSPx board (ADSP-2185). 
This increases real time by a factor of 80/33, which is big. No promises 
about when, but that is the general direction for now.

Along these lines, there is also going to be a new issue of both DSP and PC 
software, along with source, when I can get it packaged up. The changes are 
mostly improvements in PUA43, including a tuning indicator, plus some bug 
fixes, and some other improvements. This will be issued for both the EZ-Kit 
and DSPx, but may well be the last for the EZ-Kit.
