Hi Lee,
I'm guessing your computer is running (set) a month behind and this is a new post.
If you have the "stock" enclosure with another box mounted inside it will be difficult to check. But.. maybe you can take an isulated tool and GENTLY poke in the area of the 19 khz sysnthesizer. The mounting of the toroid and it's winding can produce the symptom you describe. Anything that affects phase in a PLL will appear as modulation of the PLL frequency.
A dab of silicon or similar can be used to anchor the windings and the core, or stop hitting the desk.
