[DSP-10] Open21xx tools

All,

I've had good luck using the Open21xx assembler tool suite on the DSPx 
module, one just has to convert the the version 5 assembler to version 
7 syntax which Open21xx and Modern ADI's tools use.

As far as building the package you need libelf, yacc, flex and you will 
need to get Bison 1.85.
