Well the GOOD news is that there are USB-to-serial-port converters that
are available at a decent-enough price....

The BAD news is that they only work in operating systems that support
USB....of which DOS is not one of.

Keep looking harder.  If it is an older PC, I bet there's a serial port.
What is the model of the laptop?  Are there any secret doors that
require a screwdriver to pop off?  (What does the BIOS think....does it
think there is a serial port?)

Just a thought.

you suddenly notice that the serial port on the back of your
laptop is in fact a video port.   Is there a USB workaround for
this or am I doomed to finding a serial port for this laptop to
use it with the DSP 10?
